NOAA IN THE CAROLINAS HURRICANE CONFERENCE MAY 6th, 2008 AT THE NOAA BEAUFORT LAB

The National Weather Service in Newport, in conjunction with the NOAA National Ocean Service/National Marine Fisheries Service Beaufort Lab, hosted a hurricane conference on May 6th. 

The conference featured guest speakers from the National Hurricane Center (NHC), the Hydrometeorological Prediction Center (HPC), local NWS offices,the NOAA Beaufort Lab, and North Carolina Hurricane History author Jay Barnes.

2007 NOAA IN THE CAROLINAS WORKSHOP RESULTS

The third annual NOAA in the Carolinas (NinC) meeting was held February 28 to March 1, 2007 at the NOAA Coastal Services Center, Charleston, SC. The meeting served to improve understanding of NinC/ Southeast and Caribbean Regional Team (SECART)  integration.  The meeting also served to provide valuable new depth and scope to CIFLOW, a current Sea Grant regional project and PPBES 2011 initiative promoted during previous NinC meetings.

The agenda included: 1) plenary presentations to educate the region on NOAA’s new regionalization program, including the SECART efforts, and on the Coastal Inland Flood Warning System (CIFLOW) program; and 2) moderated working groups to contribute to SECART plans and improve CIFLOW
products and services.

ESTUARY LIVE TO BROADCAST FROM NORTH CAROLINA'S RACHEL CARSON
ESTUARINE RESEARCH RESERVE IN BEAUFORT, NC MAY 9-11

The online education program EstuaryLIVE will bring North Carolina’s Rachel Carson Estuarine Research Reserve to classroom computers across the state as students participate in virtual field trips May 9-11. 

The program uses the Internet to transmit live images and sound from the estuary to elementary, middle and high school classrooms. Participating teachers can connect to the trips using an Internet-ready computer and free software. Registration is required. NOAA HURRICANE AWARENESS TOUR VISITS ELIZABETH CITY, NORTH CAROLINA

On May 3, 2007, officials from NOAA including Bill Proenza, the new National Hurricane Center Director and “Kermit” one of  NOAA’s WP-3 Orion turboprop Hurricane Hunter airplanes, stopped at the US Coast Guard Support Center in Elizabeth on the fourth stop of a five stop east coast Hurricane Awareness Tour.  The tour raises public awareness of hurricanes that can threaten the Atlantic Seaboard.  The team of NOAA hurricane experts were joined by emergency management officials, non-profit organizations such as the American Red Cross and staff from the Newport and Raleigh, NC and Wakefield, VA National Weather Service forecast offices.

ADVANCING NOAA PRIORITIES THROUGH REGIONAL
COLLABORATION


For many years, NOAA programs around the country have been experimenting with more extensive and effective mechanisms for cross-Line Office communication and coordination. From Tampa Bay and the Great Lakes to Seattle, San Francisco Bay, and the Pacific Region, NOAA employees have found innovative ways to build efficiencies, reach out to the community, and truly exhibit the benefits “One NOAA” to the nation.

NOAA now has the opportunity to expand upon these regional coordination and communication efforts with a shift towards Regional Collaboration, which adds the component of integrating program activities to address NOAA’s priorities important at both the national and regional scale. The purpose of regional collaboration is to improve NOAA’s productivity and value to customers, using existing authority and accountability structures. This effort does not entail any changes to NOAA’s organizational structure. Rather, it seeks to identify and apply NOAA’s full range of capabilities, within and across regions, to design the best, geographically specific solutions for customers. .

GULF OF MEXICO ALLIANCE

“Recognizing the Gulf of Mexico’s significance beyond Florida’s waters, Florida Governor Jeb Bush, in the spring of 2004, extended a call to action to the Gulf Governors to renew their commitment to the nation’s oceans, by creating and leading a regional effort to protect the Gulf of Mexico." The resulting Gulf of Mexico Alliance recently released its research priorities report. NOAA in the Carolinas is staying informed on similar planning activities off the southeast U.S. (NC to FL) and will post related information as available.

Governors Action Plan for Healthy and Resilient Coasts

GRANT TO FUND RESEARCH


The National Marine Fisheries Service (NOAA Fisheries Service), in partnership with North Carolina Sea Grant, is providing competitive funding for research in support of the Bottlenose Dolphin Take Reduction Plan (BDTRP) and the Pelagic Longline Take Reduction Plan (PLTRP). The research will focus on innovative and practical proposals that seek to reduce serious injury and mortality (bycatch) incidental to commercial fisheries of coastal bottlenose dolphins under the BDTRP, and pilot whales and Risso’s dolphins under the PLTRP. This represents a cooperative research opportunity with the commercial fishing industry, scientists, and other interested parties.

Officials from NOAA's National Weather Service praised the emergency management team of Onslow County, N.C., for completing a set of rigorous warning and evacuation criteria necessary to earn the distinction of being TsunamiReady. Onslow County includes the coastal communities of North Topsail Beach, Camp LeJeune, and Swansboro.

GRANT AWARDED TO NOAA IN THE CAROLINAS

NOAA in the Carolinas was awarded a NOAA’s 200th Celebration grant of $22,500, thanks to hard work and contributions from many in NOAA in the Carolinas. NOAA’s 200th anniversary is in 2007, and NOAA is celebrating by awarding grants to those organizations that planned innovative efforts to share NOAA’s rich history and current, cutting-edge environmental services with NOAA’s customers.

BRIEFING TO NOAA MANAGEMENT

Andy Shepard and Dean Gulezian traveled to NOAA’s National Weather Service headquarters May 17 to brief NOAA’s management on NOAA in the Carolinas’ activities, accomplishments, and goals. The briefing included NOAA in the Carolinas’ mission and organization, the annual meetings and the discussions and accomplishments resulting from those meetings, potential new partnerships, and a request for a limited funding commitment from the NOAA Assistant Administrators.
